Most operational tools present conclusions. An evidence-first picture presents what the conclusions rest on, and stays useful when they turn out to be wrong.
The compression problem
A situational-awareness view usually compresses many uneven inputs into one confident surface: a severity, a colour, a count. Compression is useful for reading quickly and dangerous for deciding, because the inputs that disagreed are no longer visible.
What an evidence-first picture keeps
It keeps the origin and time of each input, the disagreements between inputs, the questions no input answers, and the identity of whoever resolved a question by judgement. None of that is overhead — it is the part that survives scrutiny.
How to tell whether you have one
Take any statement currently shown as fact in your operational picture and ask what supports it. If the answer takes more than a few seconds to reconstruct, or requires asking a colleague what they remember, the picture is presenting conclusions rather than evidence.
