Signals are prioritised observations with clear links to supporting evidence. A signal shows what may be happening — not what has already been verified as an incident.
What this helps you do
Signals are the second stage of the main workflow. They answer what may be happening, with links back to Evidence Intake when available. Weak or conflicting support stays visible, so an observation is not mistaken for a verified incident.
